New Members?

Thanks to the Team system we have going, there's very little turn-around time between artists and their characters. I am wondering how people would feel about allowing new members onto the team.
Granted there will be issues that would arise because of new members, like a flood of new characters. Too many cooks do spoil the broth...or something like that. But on the other hand, we've lost a few members, due to computer problems or just lack of interest.
So we have a couple of options.
One: We can write out characters of the people who stop participating and continually add characters.
Two: We can lock down our cast as is and new members can not submit new major characters...only NPCs.
Three: Cut down on current characters that have not appeared yet and make room for new ones.
Four: Not invite new members at all.
Five: Start up a new storyline to run similtaniously.
Drawbacks: One: While flexible it will make issues in the story. Unlike text RPGs writing out characters is more like drawing out characters. But we are still at the beginning of our story so it's not like anything major has happened. Later in the plot it might be a problem.
Two: Well, half the fun is drawing your own character making a difference to the plot. This might be discouraging.
Three: Hard for us to do, but it might be necessary to bleed some of the characters. XD But we're still at the beginning so there's no need for it yet.
Four: Well...it's an option. But I'd like to see more activity and participation.
Five: This one won't have it's own website but it's an option.
Any thought bubbles? Anyone really care?
